To see if a dough is sufficiently , you can conduct the gluten window test:
Stretch a piece of dough into a thin enough sheet that light can pass through it. If it tears or shears, the gluten network isn’t strong enough and has to be kneaded further.
As gluten hydrates and gets kneaded, it links up and aligns in a network that is pliable, elastic, and strong. Without the strength and elasticity to pass the gluten window test, it won't be strong yet pliable enough to rise and hold air bubbles without tearing.
